The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of opposing developments captured the grim essence of the current period. By day, negotiation efforts are waged: hopeful statements are delivered from different nations. Considerable effort is devoted on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from Russian territory, a ability afforded by current data. From vantage locations, military aircraft that had been scrambled to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by Western nations. Every firing creates sudden vibrations, causing tremors. The brief panic quickly transforms into resigned acknowledgment: possibly the approaching threat won't cause damage this time, sparing the city from devastation and further power outages.

Ongoing Risks

Following this, a automatic firearm fired at a drone close by, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a reliance that European nations are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The 28-point plan from Washington provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new approach from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, persist.

Strategic Calculations

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is unrealistic to force Russia to relinquish the land that it already controls in Ukraine's south or east.

The challenge is that while acknowledging this situation, American administration does nothing to prevent Kremlin actions, through words or deeds, from thinking that the situation will not evolve additionally in its favour in the coming year.

Opposing Positions

Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a total frontline collapse until circumstances change in its advantage.

Existing Situation

Realistically, there are no real preconditions for a armistice. Now, subjective factors are entering the equation: personal goals to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their task will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
